The position will reside in either the Waco, TX area or the Atlanta, GA area. Tractor Supply is a growth company with more than 900 stores in 44 states, with extensive future growth planned. Our goal is to upgrade our efficiency in our Distribution Centers by establishing and maintaining labor standards. This senior position will be responsible for leading this process. Job Purpose: As the senior member of the TSC Industrial Engineering team, the IE III will play a lead role in planning, developing and supporting the productivity and capacity improvement program for the TSC Logistics network, including major initiatives to implement the new Warehouse Management System, the new Labor Management System and incentive program, and the new material handling systems and process upgrades for all of the TSC Distribution Centers. The IE team will be responsible for detailed planning, development and execution of these initiatives for each DC, including initial development and maintenance of engineered labor standards for all relevant job functions, coordination of labor standards and labor incentives with the material handling systems and operational processes, methods analysis, productivity improvement, and productivity reporting. Primary Duties: • Lead and manage other Industrial Engineers to develop and validate work standards, work measurements, and reasonable expectations through work sampling, time studies, and task analysis. • Develop and conduct formal standards audits to meet the prescribed schedule of standards review. Develop and document justification to ensure the validity of standards, systems tables and job code accuracy. • Prepare and present engineering analyses of proposed changes to DC operations, material handling systems, layouts, and process flows, and then develop appropriate adjustments to engineered standards. Update and maintain all operating labor standards when a new process is introduced or an existing process is changed. • Develop and document processes, procedures and work flows that promote productivity, safety, and quality while working with other departments including distribution operations, training, Safety, and Human Resources. • Manage and direct corporate engineering team members to assess operations and functions, identify improvement opportunities by analyzing problems, and then guide their efforts to create and implement solutions. • Coordinate with internal TSC partners in the assessment, design, and implementation of Distribution Center layout enhancements, material handling systems, and process flows. • Coordinate and manage implementation and rollout of the Warehouse Management System and the Labor Management System into distribution centers, then work with DC management to support and maintain the programs when operational improvements or changes are made. • Develop, maintain and distribute reports and documentation of labor productivity and individual Team Member performance, procedures and training materials, and support their execution. • Provide guidance, leadership and training support for the WMS and LMS programs to the Distribution Center management teams. • Support the Pay for Performance (PFP) incentive program. • Identify, quantify and communicate opportunities for improvement in the Distribution network. Coordinate and manage implementation and rollout of improvements. • Provide functional support for the Warehouse Management System suite, including Labor Management, Slotting and Reporting. Train and guide DC personnel in resolving related systemic and/or operational issues. • Assist Logistics Management in building staffing and planning models to aid in DC operating management and distribution network planning. Education and Experience: Minimum qualifications include a Bachelor’s degree from an accredited 4 year college or university in Industrial Engineering, Manufacturing Engineering, or Industrial Technology, with at least ten (10) years of direct experience in distribution (preferably retail chain stores) with at least seven (7) years of experience implementing Warehouse Management Systems and formal Labor Management Systems with personal incentive programs across multiple, large-volume distribution centers; any suitable combination of education and experience will be considered. Masters Degree in Engineering Management or Business Management is desired; certification in the Maynard MOST program is a plus. Essential Skills: • Demonstrated knowledge and understanding of advanced WMS and LMS software applications, work standards programs, and formal labor productivity tracking and incentive programs. • Direct experience leading and managing implementation of WMS and LMS programs, including knowledge of work measurement techniques and performance incentive plans. • Significant leadership skills in managing other IEs in problem solving, communication, organizational, time management, and multi-tasking. • Ability and proficiency with Microsoft Office products, flowcharting and process documentation, project scheduling and reporting, and cost/benefit analysis and capital expenditure justification. • Ability to develop, write and enforce policies and procedures. • Ability to work as a team leader and to work independently, positively handle conflict, and work in a fast paced environment. • Ability to write and present policies, procedures, and executive summaries and reports to all levels of the TSC team from on-the-floor operators to key executives. • Display detail-oriented approach to work and skill in managing and directing other • Ability to work overtime and travel up to 70%.
